California warranty reimbursement requirements
Scope: Based on the New Motor Vehicle Board’s February 2026 guide. Current Legislative Counsel text and later amendments remain unreconciled.
Parts and labor eligibility
- Labor reimbursement: Retail compensation, including reasonable diagnostic time, in the Board guide.
- Parts reimbursement: Retail compensation in the Board guide.
State requirements
- Maximum RO age: Repairs within 180 days before submission.
- Qualifying RO sample: All consecutive ROs containing 100 qualifying ROs.
- Alternative sample period: All ROs over 90 consecutive days.
- Sample selection rule: Whichever produces fewer ROs.
- Manufacturer response: 30-day objection period, subject to supplemental-record provisions.
- Rate effective date: Day 30 for uncontested rates; adjusted-rate rules differ.
- Request frequency: Once per calendar year.

- Manufacturer/distributor promotions and discounted campaigns.
- Wholesale parts or repairs.
- Routine maintenance, except work performed in the course of and related to an otherwise qualified repair.
- Accessories.
- Tire/wheel work.
- Vehicle reconditioning.
- Body repairs for collision, road-hazard, weather, vandalism, theft or other specified damage.
- Manufacturer-approved goodwill or policy repairs.
- Dealer- or employee-owned vehicles.
- Aftermarket-part repairs: parts and labor treatment differs under § 3065.2(c).
